Opportunity Information: Apply for DE FOA 0001916

The BioEnergy Engineering for Products Synthesis (BEEPS) Funding Opportunity Announcement (DE-FOA-0001916) is a U.S. Department of Energy program run through EERE's Bioenergy Technologies Office (BETO) and administered by the DOE Golden Field Office. It offers discretionary financial assistance in the form of cooperative agreements to support research, development, and demonstration work that helps the U.S. bioeconomy make better use of low-value and hard-to-process carbon resources. The central aim is to close key R&D gaps that keep biorefineries from being more efficient and more profitable, particularly by improving how the industry uses waste and underutilized streams (including lignin, CO2, and biosolids), advancing organic and inorganic catalysts to boost conversion efficiency while lowering costs, and creating higher-value "performance-advantaged" bioproducts that can improve biorefinery economics beyond commodity fuels alone.

The FOA is organized into six topic areas, each with its own technical focus, required project descriptions, evaluation metrics, and feedstock boundaries. Topic 1, ChemCatBio Industrial Partnerships (CCB), targets industry-relevant work at the interface of chemistry and catalysis for bioenergy and bioproduct synthesis, with an emphasis on improving catalytic approaches that can translate into real conversion gains and cost reductions. Topic 2, the Agile BioFoundry (ABF) Industry Partnership Initiative, is oriented toward leveraging advanced biofoundry capabilities to speed up design-build-test-learn cycles and help industry partners move more quickly from concept to workable biological production pathways. Topic 3, Performance Advantaged Bioproducts (PABP), focuses on products that can credibly outperform petroleum-derived or conventional alternatives in measurable ways, allowing biobased manufacturing to compete on performance and value rather than only on being "renewable." Topic 4, Biofuels and Bioproducts from Wet Organic Waste Streams (WWTE), is aimed at conversion pathways that start with wet wastes and residues, reflecting the practical reality that many wastes are costly to dry and handle, and therefore need tailored processing routes. Topic 5, Rewiring Carbon Utilization (Rewiring), centers on approaches that improve carbon efficiency and expand how carbon (including CO2) can be biologically or catalytically routed into useful fuels and products. Topic 6, Lignin Valorization (Lignin), addresses one of the most persistent barriers to biorefinery profitability by turning lignin (often burned for process heat) into higher-value chemicals, materials, or intermediates, thereby extracting more value from biomass.

A key compliance point in this FOA is that applicants must meet federal registration requirements before they submit. Applicants are required to be registered in the System for Award Management (SAM) and must include a valid DUNS number in the application package. The announcement is explicit that failure to meet these requirements can lead DOE to determine the applicant is not qualified for a federal award, which can effectively remove the application from consideration.

From an administrative and eligibility standpoint, the opportunity is listed as open to an unrestricted pool of applicants (subject to any clarifications in the full FOA). The assistance listing is under CFDA 81.087 (Energy). The FOA anticipated making around 20 awards, with an award ceiling of $2,500,000 per project. Key dates included a required or requested Letter of Intent deadline of May 30, 2018 (5:00 pm ET) and a full application deadline of June 27, 2018 (5:00 pm ET). Application submission is handled entirely through the EERE Exchange platform (https://eere-exchange.energy.gov), which also hosts the full FOA document, detailed instructions, topic-specific requirements, and guidance on where to send questions about the technical content or the submission process. The FOA also notes that feedstock requirements differ by topic and are laid out in Appendix D, which is important because projects need to align not only with the technical goals of a topic but also with the eligible or targeted feedstocks DOE is trying to advance within each area.
