Opportunity Information: Apply for WAW NOFO FY21 04

The U.S. Embassy and Consulate in Poland Grants Program (NOFO number WAW-NOFO-FY21-04) offered small grants of up to USD 20,000 to support projects addressing the needs of the LGBTQI+ community in Poland. The opportunity was run by the U.S. Mission to Poland under CFDA 19.040, with projects required to start no earlier than September 2021 and to last no longer than 12 months. Applications were due by June 14, 2021 (by 17:00), and awards were dependent on the availability of U.S. Department of State funds. Proposals that included local cost-sharing were viewed more favorably.

Eligibility focused on non-profit entities, particularly local Polish NGOs, cultural or educational institutions, and media organizations whose work aligned directly with the program themes. Only one application per organization was allowed, and organizations that already had an open Embassy grant were discouraged from applying. U.S.-based NGOs could apply, but they needed to show a real working relationship with a local partner operating in Poland. A key compliance requirement was that applicants have a DUNS number and an active SAM.gov registration (valid for one year), and applicants were warned that obtaining DUNS, NCAGE, and SAM registration can take time and should be started early.

Funded activities had to fit at least one of five specific themes, and applications not clearly aligned with one of them would be disqualified. The themes were: (1) educational programs such as public outreach, awareness raising, and diversity and inclusion training; (2) capacity building for NGOs that support the LGBTQI+ community, such as training in advocacy, fundraising, or facilitating dialogue, with the important caveat that funds could not be used simply to cover overhead or to purchase equipment; (3) workshops that strengthen the skills of professionals supporting LGBTQI+ people and their families, including therapists, legal professionals, and educators; (4) programs specifically intended to support LGBTQI+ youth; and (5) cultural programs that celebrate LGBTQI+ communities and/or raise awareness.

The grant rules also spelled out what money generally could not be used for, emphasizing that the program was not meant to fund partisan or inherently political efforts, exchange programs, social welfare projects, religious activities, trade or commercial ventures, fundraising campaigns, scientific research, construction, or projects primarily aimed at an organization’s own institutional development. Other typical restrictions included no travel to the United States for conferences or similar activities, no book publishing, no ongoing staff salary costs, and no office equipment. Food and drink were limited to modest items like coffee breaks and working lunches, and alcohol was not fundable at all. If a project included a fee for project coordination, it could not exceed 20 percent of the total grant amount. The Embassy also noted that it would not reimburse costs incurred before a grant was officially awarded and funds were received.

To apply, organizations had to email a complete package to grantspoland@state.gov by the deadline. The submission needed a completed application form (staying within stated word limits), CVs for both the project coordinator and the head of the organization, required U.S. government forms SF-424 and SF-424A, and confirmation of the organization’s SAM.gov registration. Formatting and presentation were treated as strict compliance items: proposals had to be written in English, could not exceed six pages total including the budget, and had to use Times New Roman 12-point font. Budgets had to be in U.S. dollars and entered directly into the required budget template within the application rather than attached separately. Every budget line item had to be explained in the narrative program activities section, with clear units (for example, hours of design work, months of coordinator time, or number of workshops). Applicants also had to send everything in a single email and format the subject line as the organization name followed by the NOFO number.

Applications were reviewed by an Embassy committee, with decisions described as final and not subject to appeal, and the Embassy stated it could not provide feedback on unsuccessful submissions. Beyond simply meeting one of the required themes, the program prioritized innovative projects that built people-to-people connections between Americans and Poles, created ties between U.S. and Polish institutions or networks, and included or benefited diverse audiences (including people with disabilities, immigrants, ethnic minorities, and rural communities). Awardees would be required to submit program and financial reports on a schedule specified in the award agreement, and funding disbursement could be tied to timely reporting. Finally, the Embassy clarified that it generally cannot provide honorary patronage or letters of support (including use of the Embassy seal) for projects that do not receive U.S. government funding, due to U.S. ethics rules, and directed all questions to the same grants email address.
